Marat Terterov

Dr Marat Terterov has 25 years post-graduate professional experience in the area of international relations, inclusive of a 15-years career in the area of international energy relations. He specialises in the areas of inter-state and regional energy cooperation, energy security, inter-state investments agreements (the Energy Charter Treaty), investment climate analysis and market development in the Middle East and former-Soviet Union regions, European energy policy and EU-Russian energy relations.  Dr Terterov has exceptional track record in knowledge exchange, the organization of professional training programs, running and organising stakeholder meetings, including Ministerial level conferences (conventional and video conference formats) and high-level international business conferences. He regularly chairs high-profile public debates on energy, geopolitics and investment and gives speeches on energy matters at major international conferences and conventions.

He has vast experience working on international energy cooperation activities with the Energy Charter Secretariat in Brussels, in the positions of Senior Advisor to the Secretary General, Head of the Knowledge Centre and Annual Energy Charter Ministerial Conference Coordinator. Currently, he is the Head of Unit of Expansion, tasked with high level relationship management with member and observer governments of the Energy Charter Conference, predominantly those in the global regions of the Middle East, Asia-Pacific, Africa and the Americans. His current work involves regular meetings with top level energy officials and occasional meetings with Heads of State, as well as top level corporate energy executives. He plays a leading role in the Energy Charter Secretariat"s high-level relationship management with observer countries such as Jordan, Pakistan, Bangladesh, Uganda, Senegal, Gambia, Iran, the United States and the United Arab Emirates, as well as former observers such as Egypt and Israel.  His contribution in this respect resulted in the ratification of the Energy Charter Treaty by Jordan and Yemen, the designation of the Energy Charter Conference as an international organisation by the US Department of State, and high-level stakeholder seminars in countries such as China, Iran, Pakistan, Gambia, Senegal, Turkmenistan and Kazakhstan.

He also brings strong experience in training of energy professionals and design of online training programs for the European Commission on energy subject matter. Furthermore, Dr Terterov was the instrumental person in the establishment of the Energy Charter Knowledge Centre and responsible for its core functions for six years, including the design and delivery of specialised energy training programs. Dr Terterov has developed one of the top international energy networks in Brussels during the last 10 years through the Brussels Energy Club, with direct access to multiple high-level energy stakeholders from around the world (particularly in the emerging markets). As the Founder and the first Executive Director of the Club, Dr Terterov organises and moderates frequent roundtable discussions with energy executives and government officials. He also founded the European Geopolitical Forum website and research network of experts engaged in sensitive debates on Eurasian geopolitics. Throughout his career, he developed ongoing relations with multiple officials from the European Institutions, particularly the European Commission DG ENER. Dr Terterov has strong advocacy, outreach, argumentation and diplomatic skills, and capacity to influence the direction of government policy in the domain of energy through engagement of high-level public officials. He possesses extremely strong advocacy, outreach and argumentation skills, and is a gifted speaker and author of many scores of written works on energy and international relations subject matter.

Dr Terterov received his education in Australia, the United States and the United Kingdom, holding a D.Phil. (PhD) in Middle Eastern politics from St. Antony's College, Oxford University. His academic record includes the status of a Chevening Scholar to Oxford University (1995-96), endorsed by the Foreign and Commonwealth Office of the United Kingdom. He also lectured on Middle Eastern and Islamic politics as a visiting lecturer for four years at the Brussels School of International Studies/the University of Kent. He speaks English and Russian fluently, and has working knowledge of Egyptian Arabic.
